    PREAMBLE:

    We, the Citizens of Aquilon in the lands of Mysto, with the steel will and determination to form and establish a land united by common interest diverse in many different ways, and yet truly free, all come together in the interests of protecting the ideals of liberty and democratic governance, and with the final goal of world unification through peaceful and diplomatic means under the values of freedom and justice for all, uphold, protect, and form the Dominion of Aquilon.

    SECTION 1 - RIGHTS OF THE PEOPLE

    --------------------------------------------

    1. The rights of the people of the Dominion of Aquilon shall not be infringed unless specifically prescribed by law. No citizen may be stripped of the right to vote unless duly convicted of a crime and currently incarcerated.

    2. All citizens are entitled to these basic rights:
      1. Freedom of speech;

      2. Freedom of religion;
        1. No religion shall be forced upon any of the citizens nor prohibited in worship.
      3. Freedom of the press;
        1. No written and/or printed material(s) shall be censored or have access restricted to, for any reason, other than those which contents include, but are not limited to: state secrets, information relating to national security measures as designated jointly by the Monarch and Premier, information that may result in or present a clear and present physical danger to the Dominion of Aquilon, the reigning Monarchy, or the Government, or endangers the rights of the citizens of the Dominion of Aquilon
      4. Freedom of peaceful assembly; and

      5. Freedom to petition the Government for the redress of any and all grievances.

      6. Basic Items, such as:
        1. A Maximum of one (1) house per city and the land around it up to, but not including, any and all surrounding road(s). (It is prohibited to own more as Personal Residence)

        2. Food

        3. At least one of each type (Ground, Air and Sea) of unarmed vehicle designed primarily for transportation.
    3. All citizens are free to pursue the employment they wish, free from the government forcing them to do so. Employment will be regulated only in:
      1. One receives adequate pay for their work;

      2. Work is available and fair; and

      3. Preventing that it be criminal in any nature.
    4. No damage shall be dealt to either personal, public, or private property, or any property leased to other nations or entities under any circumstances, except during execution of a valid warrant as laid out in the Limitations of the people (section 2.1)

    5. All citizens have the right to bear arms (Including, but not limited to: swords, axes, bows, crossbows and magic wands). The Justice of Aquilon may revoke this right as a punishment, in accordance with The Penal Code (Section 3).

    6. An official may not enter into, nor onto, a citizen's place of residence or personal property (i.e. home, apartment, etc.) for purposes of search and/or seizure, nor may a citizen be arrested and/or detained without an appropriate warrant or order issued by the justice or reigning Monarch.
      1. Personal property shall be defined as one residential unit per city, storable items, and one or more of each type of vehicle (land, air, and sea). All of these shall be protected from government and non-governmental organizational seizure as per the appropriate provisions in this Constitution, provided they are stored on one's person, residence, or anchored in a designated area(Air/Sea/Land port) when not in use.

      2. Private property shall be defined as a for-profit entity's collective ownership of one or more facilities that are not state-owned, nationalized, or personal property. Such items include corporation-owned-and-operated buildings or facilities, corporation-owned vehicles, and items mined specifically for corporate entities. These shall be protected from governmental seizure without an appropriate warrant or order issued by the Justice.
        1. Private military hardware may be owned, however its location and purpose has to be reported to the government. Seizure of the private military hardware can result from any of the following reasons:
          1. If a state of martial law has been declared.

          2. If a motion has been passed by the Assembly.

          3. If it is found that the owner of the hardware has been managing it in a way that breaks any laws set out by the Aquilonian Constitution.
      3. Public property shall be defined as both state-owned property and property that belongs to the people as a whole, protected from claims by non-governmental organizations. Such items include all items within government buildings, all farmlands, all horses, and all animals.The government may place restrictions on use and transportation of Military hardware (such as armed and armored vehicles and cannons). No item may be taken from any of the protected locations above by a non-government organization without permission from the Premier, reigning monarch or the governor of the city it is in.
    7. No citizen may be stripped of their citizenship without either being charged and convicted of a crime worthy of exile, or without a two-thirds majority in the Assembly voting for their removal.

    8. The rights to propose resolutions in the Assembly, engage in dialogue or debate these resolutions, and/or vote on resolutions, shall not be infringed or denied by National or City Governments or their employed officials, or by any person from any nation, even during states of war, except under all points stated in the Limitations of the People (section 2.5).

    SECTION 2 - LIMITATIONS OF THE PEOPLE

    ---------------------------------------------------

    1. Issuing of Warrants:
      1. The only way a warrant may be issued is if there is obvious proof a crime has been committed, or if there was reasonable suspicion one was committed. An arrest warrant must state all charges being issued against a person, or group of persons, while a search/seizure warrant must state any and all reasons and suspicions for the searching of any property, whether it be private or personal. Property or items found on property seized without a warrant may not be considered as evidence during a criminal investigation or trial, and must be returned to the location where they were found.

      2. A warrant for one's arrest may only be issued by the Justice or reigning Monarch.

      3. Detainment lengths after arrests but before trials shall not exceed forty-eight hours, no extensions. Should a justice or monarch not be available in the requisite time, the arrested is released pending trial. Extrajudicial detainment or arrests are forbidden.
    2. No physical hostile action may be taken against another sovereign entity by any citizen of the Dominion of Aquilon without one of the following five prerequisites:
      1. A state of war having been officially declared towards said entity by the Aquilonian Government;

      2. A state of war having been officially declared towards Aquilon by said entity;

      3. The relationship of said sovereign entity is set to “Cold” and said Actions taken inside Aquilonian Territory;

      4. The relationship of said sovereign entity is set to “Hostile” and said actions are taken in unclaimed or Aquilonian Territory; OR

      5. One's life, limb, and/or assets are placed in jeopardy by that foreign entity.
    3. Slavery and involuntary servitude of sapient beings is prohibited in all forms. Non-sapient entities shall be public property.

    4. No citizen, or person residing or otherwise located within the Dominion of Aquilon is above the Law, or shall be recognized as above the Law. No governor nor Premier shall be considered to have any extra-legal status, and all individuals holding citizenship within the Dominion of Aquilon shall be held to the exact same standards as their peers when breaking, or when found to have broken, one or more laws.

    5. Ineligibility to vote falls only under the following situations:
      1. One cannot vote on a resolution they proposed;

      2. One cannot vote on a resolution for a city if one does not reside there;

      3. One cannot vote in the assembly if they have been a resident of Aquilon for two weeks or less (Real life time).

      4. Alternate accounts hold no place in the assembly and thus cannot vote.

      5. One has been convicted and is currently incarcerated as per the Limitations of the People (section 2.6).
    6. Convicted and currently incarcerated individuals forfeit all rights to the assembly, thus may not propose resolutions, make motions in the assembly or vote on resolutions. Once released from prison all said rights are returned to the convicted, however if convicted of the following, they may no longer hold office.
      1. Treason;

      2. War crimes;

      3. Crimes pertaining to fraud (such as embezzling).

    SECTION 3 - THE PENAL CODE

    ---------------------------------------------------

    1. The severity of all punishments provided are as follows (from least to most severe):
      1. Fines to Victim;

      2. Fines to Government

      3. Fines to Victim and Government

      4. Revocation of rights to bear arms and/or armor

      5. Incarceration (Not exceeding three (3) real-life days)

      6. Death

      7. Exile

      8. Death plus Exile
    2. Crimes and their suggested punishments shall not under any circumstance, be considered lightly by the Justice but may be combined as needed.
      1. Murder: Committing, or engaging in the acts of murder and/or manslaughter, is strictly forbidden. Punishment ranges from revocation of right to bear arms and/or armors (section 1.4), to Death.

      2. Theft: Committing, or engaging in act(s) of theft, is strictly forbidden. Punishment ranges from returning the stolen item(s) and paying fines (equivalent to the theft) to both the victim and the Government of the Dominion of Aquilon, to exile.

      3. Discrimination: Committing, or engaging in acts including, but not limited to, discrimination of gender, race, orientation, social class, and/or ability to use magic or a class of magic is strictly forbidden. Punishment is a fine paid to the victim not to exceed twenty thousand (20k) coins, but repeated offences may lead to increasingly severe punishment.

      4. Embezzling: Committing, or engaging in act(s) of embezzling government money is strictly forbidden. Punishment is a fine paid to the government equivalent to double all of the money embezzled. (also see section 2.6)

      5. Piracy: Committing, or engaging in act(s) of piracy is strictly forbidden, and all who partake in pirate raids, bank robberies, impressment of seafaring individuals and/or hijacking of ships, or other acts deemed by the Justice to be of a pirate nature including, but not limited to, supporting or supplying pirates with any materials or monetary units, is strictly forbidden. Punishment ranges from triple the value of all items stolen or destroyed to exile and/or death (depending on the severity of the crime).

      6. Threats: Engaging in threatening behavior by means of word and or deed is strictly forbidden. Punishment is a fine paid to the victim up to a maximum of twenty thousand (20k) coins, but repeated offences may lead to increasingly severe punishment.

      7. Torture: Committing, or engaging in the act(s) of, brutal treatment towards individuals, regardless of whether they are from a foreign nation or are an incarcerated individual from any location, is strictly forbidden. Brutal treatment is simply defined as torture by any means, and/or the unauthorized use of violence against any individual currently located within the Dominion of Aquilon. Punishment ranges from a fine of two-hundred thousand (200k) coins to exile. If one or more acts of brutality directly results in the death of the victim, the punishment shall also be death for the perpetrator.

      8. Treason: Committing, or engaging in one or more acts of treason is strictly forbidden. Treason is defined as the betrayal of one's country for the benefit of another country, one's self, or both. Punishment ranges from fines to Government no less than five-hundred thousand (500k) coins for each charge to Death and Exile.

      9. War crimes: Committing, or engaging in war crimes or behavior thereof, is strictly forbidden. War crimes shall be defined by decrees passed by the United Empires AND by Aquilonian Law, recognizing the former has higher jurisdiction. War crimes are defined as actions that defy international laws regarding the activities of war. War crimes constitute treasonous activity, and shall be treated as such, though the Dominion of Aquilon is obligated to honor all requests for extradition to the authority of the United Empires for those charged with war crimes.

      10. Espionage: Engaging in one or more acts of espionage on behalf of a foreign or for-profit entity is strictly forbidden. If the perpetrator is a citizen of the Dominion of Aquilon, they may be punished in accordance with treason (section 3.2.8). If the perpetrator is not, they shall be detained indefinitely pending negotiation with their country of citizenship.
    3. An empire group named ‘Prisoner’ shall be kept with no permissions and players shall be moved to it during their incarceration. (As stated by server rules, a player cannot be held enclosed for more than thirty (30) minutes without consent.)

    SECTION 4 - THE CROWN

    --------------------------------------

    1. The Crown is the most powerful position within the Dominion of Aquilon and serves as Head of State
      1. The Crown represents a personal symbol of allegiance and authority for all Aquilonians.

      2. It represents the enduring unity and permanence of the nation.
    2. Action and responsibilities delegated to The Crown are as follows:
      1. Oversee elections and holds a ceremony of swearing in for Premier, Justice and any other official of the government;

      2. The Crown can veto legislation that lacks a unanimous vote in the assembly, giving formal reason, that the assembly may amend the resolution;
        1. The Crown places its seal on all legislation that is not vetoed.
          1. If a vote in the assembly passes but is not Vetoed within twenty-four (24) hours, due to any reason (absence or otherwise), the legislation is temporarily approved.

          2. The Crown has a maximum of seven (7) days, after the assembly vote, to either provide their seal of approval or veto the temporary legislation.

          3. If the Crown neglects to provide a Seal or Veto within the allotted time, the Speaker of the assembly puts the legislation to a majority (over fifty-percent (50%)) vote.
            1. Approval seals the legislation into effect and removes its temporary status.

            2. Failure means the legislation is vetoed as if by the Crown and must be amended before brought back to the assembly.
        2. The Crown shall not be held responsible for signing any legislation passed by the assembly and is absolved of all crimes foreign or domestic that their seal of approval may intricate them in.
      3. Engage in diplomacy with foreign geopolitical entities;

      4. Hold ceremony where new citizens swear their allegiance to the Crown;

      5. Serve as the voice of the nation in the United Empires, with the Premier as their consult;

      6. Serve as the Supreme Commander of all Aquilonian Armed Forces;

      7. Serve as Justice on cases where the Justice is absent or where conflict of interest is present with the current justice. (example: Justice is a witness or being impeached.)

      8. May declare martial law, with approval of the Premier and ⅔ majority in assembly;
        1. Martial law may only be declared during states of war, insurrection, civil war, or prolonged chains of terrorist or pirate activity (after two successive and/or successful pirate raids) and consists of the following:
          1. Suspension of all civilian rights in Section 1.2, 1.3, 1.5 and Section 2.1, with enforcement at government discretion; and

          2. The ability for the Premier to suspend elections for a duration not exceeding one (1) week.
        2. If Martial Law lasts longer than a week, the premier may rescind it without any ramifications, and another state of Martial Law may not be declared for another week unless the country is in a formal state of war.
    3. Actions specifically restricted (i.e. forbidden) to the Crown are as follows:
      1. The Crown is not part of the assembly and thus does not vote and cannot hold the seat of Justice, Premier or any office in government, however may be required to perform duties of such positions as stated in the constitution.

      2. Restricting the rights of any citizen of Aquilon outside the permissions granted by this document;

      3. Suspension of any part of the Constitution outside of the declaration of Martial Law;
    4. Succession of the Crown:
      1. A clear heir to the Crown must be present at all times in the line of succession.

      2. In the event of permanent Death, Kidnapping, or if found Unfit to Rule, the Crown shall be passed onto the next available and eligible heir.
        1. The reigning Monarch is found Unfit to rule the Dominion of Aquilon when:
          1. A vote is initiated by an heir to the Throne or the Premier if they suspect for examples but not limited to: Treason, bribery, or loss of Mandate of Heaven; AND

          2. A unanimous vote in favor among all government officials and a four-fifths (⅘) majority vote of the Assembly is in favor of doing so.
        2. If a Monarch is declared Unfit to Rule, they must abdicate or are forcibly removed from power, and the designated Heir will be coronated.

    SECTION 5 - THE PREMIERSHIP

    --------------------------------------

    1. The Premier is the highest elected office, but is limited in power by this Constitution, and the Assembly.
      1. The Premier shall serve as the Head of Government and their hometown shall be the executive capital for the duration of their term in office.
    2. Actions not specifically stated to require approval from the assembly or crown are available to the Premier. Executive action may be taken in these areas so long as it abides by all Laws and regulations set forth within this Constitution:
      1. The Premier is not part of the Assembly; they however serve as the Speaker for the Assembly and may only vote on legislation in order to break ties;

      2. The Premier can veto legislation that lacks a three-fourths majority vote in the Assembly;

      3. Oversee Coronation Ceremonies;

      4. Act a Consult for the Crown in the UE;

      5. Create, regulate, and destroy parcels;

      6. Grant, revoke and manage permissions(groups) within the empire;

      7. Set foreign policy;

      8. Engage in diplomacy with foreign geopolitical entities;

      9. Grant citizenship to immigrants, asylum seekers, or refugees; and

      10. Suppress insurrection, sedition, and treasonous activities;
    3. The Premier can delegate their responsibilities (Section 5.2) to their appointed subordinates, and/or committees formed from members of the Assembly. All appointed members of any committee will not be forced to give up control over any corporations or other non-governmental entities.

    4. Actions specifically restricted (i.e. forbidden) to the Premier are as follows:
      1. Restricting the rights of any citizen of Aquilon outside the permissions granted by this document;

      2. Suspension of any part of the Constitution outside of the declaration of Martial Law;

      3. The Premier may never hold the office of Justice while holding the office of the former.
    5. The Premier may appoint a Vice-Premier of their choice to act on their behalf, would they be temporarily unable to perform their duties. In such a time the Crown would swear in the Vice-Premier to temporarily hold office and manage the nation as Premier. Should no such vice-premier be selected, or they too unable to perform their duties, the Crown shall take on the temporary duties of premier.

    6. Tasks undertaken by the Premier may not infringe upon the rights of the individual or of property except where applicable under Law.

    7. Upon becoming Premier an individual must release ownership of, or leave any non-governmental organizations/companies they were apart of/owned.

    SECTION 6 - THE ASSEMBLY

    ------------------------------------------------

    1. The Assembly is the unicameral legislative body within the Dominion of Aquilon. All legislation that is proposed goes through this Assembly, then to the Premier and/or Crown to either sign into law, or veto.

    2. The Assembly is comprised of all citizens within the Dominion of Aquilon. Each citizen, regardless of Government employment, receives one vote.

    3. Any citizen may motion to propose a resolution.
      1. If at least one person supports this motion then the Premier may ask for opposition to this motion.

      2. If opposition is shown, a vote is required on the motion.

      3. If there is no opposition to this motion within a set period of time not less than one (1) hour or more than twenty-four (24) hours, the Premier is free to sign this into law immediately, unless the motion requires more than or equal to a two-thirds (⅔) majority.

      4. If a motion requires two-thirds (⅔) majority or more, or the Premier does not sign the vote into law immediately, a vote is required on the motion.

      5. For a vote or a motion to pass, a simple majority (over fifty-percent (50%) of all votes cast) is required (unless otherwise stated). For a vote to be veto-proof (unable to be vetoed) it must be unanimous (all votes in favor).
    4. The Premier, serves as the Speaker of the Assembly. The Speaker, whomever currently fills this position, shall not vote in resolutions with the sole exception of breaking ties.

    5. Actions that require, without exception, a two-thirds (⅔) vote in the Assembly (without counting as constitutional amendments) are as follows:
      1. Declarations of war on foreign entities;

      2. Economic actions directed to an entire country (such as a sanction, quarantine, or blockade);

      3. Modification of tax law;

      4. The revoking of an individual their citizenship without conviction;

      5. The downgrading or upgrading of relations with other empires;

      6. Ratification of non-peace treaties and the declarations of states of emergencies.
    6. Votes in the Assembly are cast in the official Dominion of Aquilon Discord Channel (overseen by a Mystian Network Staff Member)
      1. Upon declaration of the vote, there must be a twenty-four (24) hour period in which votes may be cast, by either using a "react" green checkmark to vote in favor (yea/yay), or RED X to vote against (nay/no).

      2. After concluding the vote, the speaker of the assembly declares the number of votes in favor (yea/yay) and in opposition (nay/no), and lists all declared abstentions regardless of whether the vote passes or not.

      3. Within twenty-four (24) hours of a Constitutional Amendment being signed into law, the Speaker of the Assembly must update the Dominion of Aquilon Forum Post with the new, amended version of the constitution and sign it, at which point it will be signed by a staff witness.

      4. If the speaker fails to perform their duty on more than three (3) occasions, the Assembly may, at collective discretion, decide to charge them for treason.

    SECTION 7 - THE GOVERNOR

    --------------------------------------

    1. The Governor of a city is the official in charge of the management and caretaking of day-to-day affairs within the city they manage, serving at the discretion of Premier, the assembly and the Crown.

    2. Actions and responsibilities specifically delegated to a Governor are as follows:
      1. The Governor may parcel land in their city;

      2. Enforce the law to the extent as permitted within this Constitution;

      3. Manage the day-to-day operations of city government; and

      4. Carry out any and all other delegated powers to them as prescribed by law.
    3. The Premier is the Governor of their hometown (executive capital) but may delegate a resident of that city to act as Governor on their behalf.

    4. If an individual wishes to become Governor of their city, they may make a motion to trigger an election. So long as no election has taken place in the last fourteen (14) days, the motion passes and any citizen resident of at least fourteen (14) days may run.

    5. The Incumbent Premier cannot assume governorship of any city other than that of the Executive Capital.

    6. Tasks undertaken by a Governor may not infringe upon the rights of the individual nor of property except where applicable under Law.

    7. Upon becoming a Governor an individual must release ownership of, or leave any non-governmental organizations/companies they were apart of/owned.

    Section 8 - THE SECRETARY

    --------------------------------

    1. Secretaries are the lowest level of government personnel, and often perform multiple roles in their service to the Dominion of Aquilon. They are in essence a way for the Premier to spread power to the citizens.
      1. An official's duties are as follows, regardless of official title:
        1. Law enforcement;

        2. Settling internal disputes;

        3. Basic nation management (i.e. switching groups for members, inviting members, switching a players' city, and other delegated responsibilities)
      2. Officials may also have special positions delegated to them by the Premier such as but are not limited to:
        1. "Secretary of Interior” natural resource gathering and land parcel control;

        2. "Secretary of the Treasury" manages vault tax distribution and payment for projects;

        3. Any other power which could be delegated to the Governor of a City in the Dominion of Aquilon.
    2. Secretaries are directly appointed by the Premier and require approval by the Crown, wherein they are sworn in.
      1. All dismissals require twenty-four (24) hours written notice.

      2. When appointed, a Secretary's role must be declared by the Premier. The Secretary may not work beyond given role(s), however may perform duties as any normal citizen.

      3. An official can work in any number of roles so long as they are able to be assigned, and there may be multiple officials working in a single role.
    3. Upon becoming a Secretary, an individual must release ownership of, or leave any non-governmental organizations/companies they were a part of/owned.

    4. When a new Premier comes into office, they may choose to retain any pre-existing officials and/or reshuffle these positions and/or their occupants as necessary.

    SECTION 9 - THE JUDICIARY ROLE OF THE ASSEMBLY

    ------------------------------------------------------------------------------

    1. The Justice is to interpret the Constitution, deliver the law, and handle any and all legal cases within Aquilon. Trials within the Dominion of Aquilon shall be, on a normal basis, bench trials presided over by the Justice.

    2. Electing a Justice:
      1. Everyone in the assembly submits a name from the assembly for the position.

      2. Each nominee that accepts candidacy is placed on the ballet.

      3. Each person in the assembly then ranks each candidate with a number, starting with one (1) as their preferred candidate and ascending by one (1) for the next prefered until each candidate is assigned a number.

      4. If a majority (over fifty-percent (50%)) is preferred, they are elected to a seven (7) day term as Justice.

      5. If no majority is found, the lowest ranking candidate is removed and their votes redistributed, as per priority, to those still in the running until a majority is reached and they are elected to a week-long term as justice.

      6. Once a Justice is elected The Crown shall ceremoniously swear them in.
    3. The Justice has a legal obligation to act without bias in their proceedings and decisions.

    4. Upon becoming a Justice, an individual must release ownership of, or leave any non-governmental organizations/companies they were a part of/owned.

    SECTION 10 - ELECTION PROCESSES AND IMPEACHMENT PROCEEDINGS

    ----------------------------------------------------------------------------------------

    1. A Premierial Term shall last for twelve (12) days.

    2. A general election shall last for two (2) days. During this time the incumbent Premier is still the Head of Government, and Governor of their Home City.

    3. Potential eligible candidates for the position of Premier must announce their campaigns no later than two (2) days before an Election.

    4. The Premier-elect is ceremonially inaugurated by the Crown on the day after a general election, where the Premier swears to uphold the Constitution and fealty to the Crown.

    5. The Premier can serve as many terms as they wish, but must step down after three consecutive terms or a term in which they held Premier office forty-two (42) days of any sixty-one (61) prior in an effort to preserve democracy and decentralize power. They may run again after one term of being outside of the office of Premier.

    6. The consecutive term length (Section 10.5) may only be disregarded if no candidate is found in opposition (No challenger presents themselves).

    7. In the event of the conviction or resignation of a Governor or Premier, a snap election will be held within the Assembly, and the winner of this Election serves the rest of their predecessor's term.

    8. Impeachment brings charges against a specific elected official.
      1. The official in question is barred from voting on impeachment proceedings, though may speak in their defense if they so desire.

      2. A two-thirds (⅔) majority or greater is required to impeach an elected or appointed official (and thereafter charge them with a crime).

      3. Once an individual is impeached, they are brought to trial, and have all the rights of other defendants. If an individual is successfully found "guilty", they are:
        1. Forcibly removed from their office;

        2. Prohibited in perpetuity from holding another government office within the Dominion of Aquilon; AND

        3. Punished according to the Penal Code (Section 3).

    SECTION 11 - ECONOMIC AND CORPORATE GOVERNANCE LAWS

    -----------------------------------------------------------------------------------

    1. All entities that are considered "for-profit" (including, but not limited to corporations and markets) originating and/or operating within the Dominion of Aquilon are subject to all laws and regulations within the Dominion of Aquilon and its Constitution.

    2. Domestic and foreign "for-profit" entities found to be engaging in treasonous activity, or to be breaking (or having broken) one or more laws intentionally shall be punished along with their chief executive officer(s) as provided in the Aquilonian Penal Code.

    3. It is considered treasonous (and will be dealt as such by the Aquilonian Penal code Section 3) to engaging in dealings, business or otherwise, as a for-profit organization or an organization subsidized by the Aquilonian Government towards:
      1. Nations whose relations with the Dominion of Aquilon are "Cold", or "Hostile"; OR

      2. Nations embargoed by the Dominion of Aquilon, allies of the Dominion of Aquilon, or the United Empires.
    4. Nationalized entities shall serve the people, and their primary goal shall not be financial gain.
      1. Employees of nationalized entities are state employees.
    5. Corporations based and founded within the Dominion of Aquilon may relocate to other empires, but all items being exported must be inspected. Any number of items and/or vehicles under the possibility of exportation being deemed "excessive" by the Premier may freely be nationalized.

    6. Taxes no lower than ten-percent (10%) (first of every 10 taken) and no higher than thirty-percent (30%) (first 3 of every 10 taken) may be levied upon resources obtained from mines or smelted at foundries by any individual.
      1. Taxed items shall remain in state-owned storage to be distributed to citizens and non-profit entities as requested and as needed.

      2. Taxes shall be imposed on the following resources at a rate of ten-percent (10%):
        1. Coal;

        2. Iron;

        3. Glass;

        4. Shards.
      3. Taxes shall be imposed on the following resources at a rate of twenty-percent (20%):
        1. Lapis Lazuli;

        2. Redstone;

        3. Quartz;

        4. Gold;

        5. Emeralds;

        6. Diamonds.
      4. No other taxes shall be levied upon any other items or individuals.
    7. During states of declared warfare, the government may request use of a non-governmental organization's resources and/or collaboration with the non-government organization in an effort to advance the war effort, through a process known as "lend-lease". In the event the war ends in any type of victory for the Dominion of Aquilon, the Aquilonian Government has an obligation to pay back the leased items in full to the non-government entity the items were leased from in a timely and agreed upon maner.

    8. The Government of the Dominion of Aquilon reserves the right to facilitate and negotiate international trade with any foreign entity with relations at "Wary" or better.
      1. Trade with all nations with a relations level of "Cold" or lower is prohibited by law.

      2. The government may trade any items/ships/military hardware provided that they are not personal or private property.

      3. The government may contract out trade deals or public construction efforts to Aquilonian-based companies or citizens, but not to foreign entities unless directly approved by the Assembly.
        1. Contacts that include construction efforts must have a time period for the construction, a clear definition of what materials will be provided (renegotiable during contract) and a size for the parcel to be provided.

        2. All contracts must be publicly available and posted on the Aquilonian Discord for no less than twenty-four (24) hours.

        3. All citizens and companies may bid for the contract with the contract being awarded to the lowest alchemical bidder within that twenty-four (24) hour period or thirty (30) minutes after the last bid placed.

        4. Failure to carry out a contract by any person or corporation will result in a fine between one thousand and one hundred thousand (1k-100k) coins depending on the factors such as the length of time service rendered was delayed as well as the value of the contract.
    9. Non-governmental organizations (such as corporations) may not be nationalized without approval from their chief executive officer (CEO) or other analogous position. This right may be voided if Aquilonian laws are broken by a CEO or the non-governmental organization as a whole.

    SECTION 12 - THE MILITARY

    ----------------------------------

    1. The official name of the nation's military is the Aquilonian Military Corps (AMC).
      1. The Dominion of Aquilon shall maintain a periodic volunteer militia for peacetime defense purposes.

      2. The Dominion of Aquilon shall maintain a conscripted standing army for wartime activities, both offensive and defensive.

      3. The Crown of the Dominion of Aquilon shall be recognized as the Supreme Commander of the Aquilonian Military Corps (AMC).
    2. The AMC shall be subdivided into two branches:
      1. The Aquilonian Royal Home Guard (ARHG):
        1. Tasked with defending the Homeland from foreign invasions and defending the lives and territory of Aquilon.
      2. The Aquilonian Royal Expeditionary Forces (AREF):
        1. Tasked with offensive maneuvers in enemy or hostile territories and the pacification of said territories.
      3. An individual may partake in multiple branches of the military, up to and including both of them.
    3. Military rules and regulations may be set freely in declaration(s) by the Premier and/or the reigning Monarch.

    4. The AMC may respond to military threats, including, but not limited to:
      1. Incursions of national sovereignty from nations with Cold or Hostile relations;

      2. Pirate activities on Aquilonian or allied territories;
    5. The AMC and all pro-Aquilonian combatants are authorized to commandeer enemy vehicles and items from enemy combatants during states of war, and no Aquilonian or allied entity shall be charged for acts of piracy unless said acts are directed towards the government or the people of the Dominion of Aquilon or its friends and allies.

    SECTION 13 - VEHICULAR REGULATIONS

    ------------------------------------------------------

    1. All Craft (e.g. airships, planes, submarines, seafaring ships, tanks, and cars) must be named for identification purposes (second line of the pilot sign)
      1. Civilian owned vessels should also have the name of their owner indicated on the pilot sign unless the name makes ownership apparent (e.g. "ACS Fred's Yacht")

      2. Civilian owned seafaring vessels should have ACS (standing for Aquilonian Civilian Ship) before the name of the ship.

      3. Non-government organization-owned vessels must have the company initials or abbreviation before the name (e.g. "WWIS" for "West Western Industries Ship")

      4. All government owned Vehicles should have initials stating their purpose such as:
        1. Seafaring craft should have DAS before the name (standing for Dominion of Aquilon Ship)

        2. Land Vehicles should have DAMV before the name (standing for Dominion of Aquilon military vehicle)

        3. Aircraft should have DAAF before the name (Standing for Dominion of Aquilon Air Force)

    SECTION 14 - MISCELLANEOUS PROVISIONS

    ------------------------------------------------------

    1. The Constitution of the Dominion of Aquilon is the supreme law of the nation and all territories under its jurisdiction, as well as all acts and laws passed under it by the Assembly and the Premier.

    2. The Dominion of Aquilon claims all territory claimed by Towers and Cities in its name as sovereign territory, and recognizes no foreign claims to this territory with the exception of those established within foreign treaties of relations.

    3. The Flag of the Dominion of Aquilon is designated as follows: [​IMG] An orange sun rising into a light-blue sky over a lime field.
      1. The flag is to be flown upright at all times.
    4. This Constitution can only be amended with a two-thirds majority in the National Assembly.

    5. The complete abolition of this Constitution, should one wish to propose such legislation, requires a unanimous vote in favor among all government officials and the reigning Monarch AND a four-fifths (⅘) majority vote of the entirety of the active (login in within seven (7) days) population of the Dominion of Aquilon in favor of doing so.
